Authorities have instructed residents in a section of Texas to shelter-in-place as smoke can be observed billowing from an oil refinery, according to reports.

Officials have confirmed that an explosion took place at the Valero refinery in Port Arthur on Monday, March 23, according to reports by FOX26.

The Port Arthur Fire Department urged residents who live on the west side of Port Arthur to shelter-in-place.
